I am not sure if this is considered some sort of cairn. For the most part, cairns are used as landmarks. However, in some cultures, they are used to mark gravesites. Since this was found on someone’s front yard, I imagine it might be the burial site of a family pet. It is not out of the question. A couple of weeks ago I found the burial sites of my neighbors’ gecko and their goldfish, yes, in a corner of our front yard. Or, it could just be a landmark telling their guests they have found their home. Either way, cairns with anthropomorphic qualities have been found in various places throughout out the world. In Italy they are known as an ometto (small man), in Germany it’s a steinman (stone man). Closer to home, Inunguac (imitation of a person) is the term used by the Inuit of Alaska, Greenland, and Canada.
